WEST VIRGINIA PROCLAMATION

Proclamation

by

Governor Cecil H. Underwood

Whereas. for generations, West Virginians have stepped up, fought and often died for the   cause of freedom; and,

Whereas, our veterans have answered the call to fight for freedom in both popular and unpopular wars, in conflicts where the side of freedom clearly prevailed and in some where victory was denied; and,

Whereas, while expressing our collective appreciation for all veterans, this year a Vietnam veteran statue at the West Virginia Veterans Memorial was dedicated to those who fought in a war without winners in a conflict overseas that stirred conflicts here at home; and,

Whereas, while veterans of previous wars were welcomed home with respect and adoration, Vietnam veterans received no heroes' welcome - yet their service was no less heroic, their actions no less. courageous and their wounds, both physical and emotional, no less painful; and,

Whereas, the impact of that war continues today in the families whose sons and daughters were killed, in the wounds that have never healed, in the lives that were changed forever and for the prisoners of war and those still missing in action; and,

Whereas, the Kamwha Valley POW/NUA Association lists 22 citizens from West Virginia who have never been accounted for in the wake of Vietnam - their families remain imprisoned by the war;

Now, Therefore, Be it Resolved that 1, Cecil H. Underwood, Governor of the State of West Virginia do hereby proclaim October 2000 as:

Vietnam Veterans

Remembrance Month

in the Mountain State and encourage all citizens, in conjunction with the Welcome Home Day Foundation, to acknowledge the courage, sacrifice, honor and positive achievements of our nation's Vietnam veterans and their families.

In Witness Whereof, I have hereunto set my hand and caused the Great Seal of the State of West Virginia to be affixed.

Done at the Capitol, City of Charleston, State of West Virginia, this the Twenty-fourth day of March, in the year of our Lord, Two Thousand, and in the One Hundred Thirty-seventh year of the State.

Cecil H. Underwood
Governor

Ken Hechler
Secretary of State
